SECOND MEETING OF THE WORKING GROUP FOR LEGISLATIVE FRAMEWORK HELD

Second meeting of the Working group for legislative framework was held in Dubrovnik on 5 November 2013, in the premises of Physical Planning Institute of Dubrovnik-Neretva County. During the meeting the engaged experts presented the results of the work related to comparative analysis and recommendations for improving a legislative framework for the protection and management of natural and cultural heritage in the cross-border region of Croatia and Montenegro. It has been agreed that the draft studies should be finished by 20 December 2013. The final studies will be presented during a Presentation on EU and international standards and new methodologies in protection and management of natural and cultural heritage, planned to be held in Dubrovnik in the second half of January 2014.

PARTICIPATION AT BALKAN LANDSCAPE FORUM

The first Balkan Landscape Forum - Challenges in implementing EU and international standards of landscape protection and management was held in Tivat on 04 October 2013. The Forum was organized in collaboration between CIVISCAPE - European Network of Non-Governmental Organizations and partners implementing the project "Heritage-Driver of Divelopment".The Balkan Landscape Forum was  aimed at increasing a dialogue between regional and national authorities, municipalities, businesses, NGOs, landowners and the public. It was focused on the interaction between the actors and on highlighting national and transnational examples and landscape perspectives. The Forum gathered 37 participants, representatives of different institutions and organizations from Montenegro and some other countries, including Croatian partners in the project "Heritage-Driver of Development".


STUDY VISIT TO PROVENCE

A study visit to Provence, part of the region Provence-Alpes-Cote d'Azur in the south of France was organized in the period of 10-15 September 2013.  The study visit was aimed at acquainting the participants with good experiences of heritage and landscape treatment. Provence has been selected because its natural and cultural features are similar to those of Dubrovnik and Boka Kotorska area. During four very active days, with a busy schedule of visits, lectures and meetings, the participants had the opportunity to see in the field the examples of spatial management in Provence through several segments. The study visit was organized for 30 participants, 15 from Croatia and 15 from Montenegro, partners and associates in the project, as well as other actors active in the field of protection, planning and management of natural and cultural heritage.

WORKSHOPS ON THE ASSESSMENT OF CULTURAL LANDSCAPE – TIVAT

Workshop on the assessment of landscape was held on 26-29 June 2013 in Gornja Lastva. Workshop was organized by Municipality of Tivat as a lead partner of the project and Expeditio from Kotor and Napredak Gornja Lastva.

Approximately thirty representatives of partners and associates of the project and few professionals interested in the subject had the opportunity to learn from the experts for landscape issues, its assessments, protection and valorization.

Methodology that has been used in the UK for 10 years was presented to participants. Moreover, it deals with the ways of landscape observation, recognition, evaluation and protection.

One of the methods was presented - Instrument for the assessment of the impact on the environment. Furthermore, new method of landscape protection was presented - Assessment of the impact on natural and cultural heritage.

The ways of treating landscape were presented as well as valuable experiences of how to revitalize Gornja Lastva as a functional settlement.

The team from Institute for spatial planning of Dubrovnik-Neretva County presented protected area of Dubrovnik and its environment as well as situation with planning the golf course on Srđ, hill above Dubrovnik, that some experts assess as very dangerous for natural and cultural heritage for broader area especially the Old town that is under UNESCO protection.

MEETING OF THE WORK GROUP FOR PARTICIPATORY PROCESS – DUBROVNIK

On Monday 17 June 2013 at the premises of Institute for spatial planning of Dubrovnik-Neretva County first meeting of the work group for participatory process was held.

This meeting represents the introduction to participatory process of protection and management of natural and cultural heritage in the pilot area of Dubrovnik and Boka Kotorska in which various stakeholders will be involved through questionnaires, focus groups and individual interviews.

Mrs. Silvana Taslaman familiarized participants with general information about the project, pilot areas of Dubrovnik and Boka Kotorska, studies that will be created within this project that also envisages creation of sociological study.

Expected results:

  • o Improvement of the participation of participants in protection and management of cultural and natural values in the pilot area of Dubrovnik through the implementation of participatory activities (workshops, questionnaires, research, focus groups, landscape days, etc.)
  • o Raising the level of confidence in project by getting involved stakeholders in the participatory process
  • o Contribution to raining the awareness regarding the importance of protection as well as better protection and management of natural and cultural heritage.
  • o Obtaining basic input data for the planning of development and valorization of this area as well as updating spatial-planning documents of this area.
